If a game is near its historical low and you plan to play it soon, buying now is usually reasonable. If the discount is shallow, a major Steam sale is close, or the game goes on sale often, waiting is usually safer.
There is no universal discount that makes every purchase good. A 20% discount can be unusual for one game and routine for another, so compare the current offer with that game's own history rather than a generic target.

Is the game near its historical low?
The historical low is the lowest tracked price in the selected store scope. A current price close to that low is stronger evidence than a large-looking percentage badge. Check the edition, region, currency, and storefront before comparing; bundles and deluxe editions can make unlike prices look identical.
A historical low is evidence, not a promise. A game can set a new low later, and a tracked low may come from a different store than Steam.

How often do Steam games go on sale?
There is no single schedule. Some publishers discount mature games every few weeks; others hold prices for months.
